Mr. Musaddilal is on the way to R.T.O. when he was interrrupted by a Traffic Police constable Pandey who like himself to be called as Pandeyji. As Musaddilal was going to R.T.O. to get the Driving Licence; he obviously hasn’t it available with him. So he needed to pay bribe to the Traffic police constable. When the constable have asked for more money, Musaddilal have tried to let him know that is cousine is also a traffic police constable named Kabaddilal, with a hope that the constable will not demand more bribe. But, the constable have asked him that Kabaddilal got some money from him which he hasn’t returned yet. As you are his brother give me the money and recollect it from him!

After settling down that matter Musaddilal ultimately reaches R.T.O. where an R.T.O. agent named shukla was walking with a client have spitted on his shoes, unintentionally, but due to his carelessness, Musaddilal’s shoes got dirty and he got angry. He then calls Shukla and asked about the same, Shukla said sorry. To provide tit for tat, Musaddilal hits him hard and then said sorry. Shukla’s shirt got torn out during the fight. Shukla though, after knowing that Musaddilal wants learning and permanent license for two wheelers, challenges him that he will not let it happen.

Shukla enters into the office and meets inspector Patel to get done some work for his clients, of course by paying bribe. Almost everyone knows Shukla in the R.T.O. office as they all get additional money for the work Shukla bring to them on behalf of his clients. When Musaddilal enters into the office to get his work done, Shukla informs Patel about the same and asked him to not let Musaddilal get his work done. Patel assured him for the same. Musaddilal unaware of this stuff, was looking for the right person to do get information about what is needful to do in order to get his work done. He sees, Ushabai, probably a servent that was preparing some spieces. Mr. Bhatiya who tried a little flirting with Ushabai directs him to go to Inspector Patel. When Musaddilal Chopra visits Patel’s desk he didn’t care to answer him properly and asked him to get the form filled first. When asked about from where to collect the form Patel misguide him to get it from Mr. Talvar. Actually, there is no Mr. Talvar in the R.T.O. office. He then meet a couple of other two fellows who were misguided with two another different names. Ultimately Mr. Musaddilal find out that he had to collect it from Mr. Bhatiya.

Mr. Bhatiya informed by inspector Patel about the Shukla incident and asked him that Musaddilal should not get license. Obviously, when Musaddilal came back with filled form the behavior of Mr. Bhatiya got changed. He asked him that Musaddilal cannot have learning and permanent license together. Also there is no evidence that Musaddilal knows how to drive two-wheeler. When Musaddilal asked him that he is ready to give test, Mr. Bhatiya sent him to a lady inspector for traffic rule related test, before he can give the driving test. After the traffic rules related test, Musaddilal had to perform the driving test, where he performed really well, but as Mr. Bhatiya was willed not to give him the license, he find no luck!

Will Musaddilal be able to get driving license?! How? when? Well, it is better to watch it on your own. One thing is very sure that when you watch the episode you will confirm that the incidents are all real and common man faces it in most cases if not all.
